
MANILA — The Department of Human Settlements and Urban Development (DHSUD) set March 31, 2026 as the final deadline for private developers to comply with the Balanced Housing Development Program (BHDP) under Republic Act 10884.
DHSUD Secretary Jose Ramon Aliling said the effectivity of ancillary sanctions for non-compliance has been further suspended due to prevailing economic challenges and the impact of recent typhoons, earthquakes, and other fortuitous events.
The new deadline extends the earlier December 31, 2025 target given to developers to meet the requirements of the balanced housing law.
“Ang mga private developers ay ka-partner natin sa nation-building (Private developers are our partners in nation-building),” Aliling said. “Malaking bagay na patuloy sila sa pag-construct upang makaambag tayo sa pagpapalago ng ating ekonomiya sa gitna ng mga nangyayari ngayon (It is a significant contribution that they continue construction so we can help drive economic growth amid current challenges).”
He added that the extended period is expected to enable the private sector to intensify and fast-track the development of socialized housing projects under the Expanded 4PH Program, in line with President Ferdinand R. Marcos Jr.’s directive.
Under the Expanded 4PH Program, all socialized housing projects, including subdivision and condominium developments, are covered.
The DHSUD previously flagged cases of non-compliance with the BHDP during the conduct of the Zero Backlog Program on regulatory actionable items led by Supervising Senior Undersecretary Sharon Faith Paquiz last July.
RA 10884 requires developers of new residential subdivision and condominium projects to provide socialized housing either through on-site development—15 percent for subdivisions and 5 percent for condominiums—or through alternative compliance options. (PNA)
