MANILA — The Land Transportation Office (LTO) has issued a resolution declaring the driver and owner of a Toyota Hilux as an improper person to operate a motor vehicle following a recent road rage incident in Antipolo City.

LTO Chief Assistant Secretary Markus V. Lacanilao said the agency, after a thorough review of evidence and circumstances, found that the driver’s actions were a clear violation of the standards of proper conduct expected from a licensed motorist and posed a threat to public safety.

The resolution orders the revocation of the driver’s license and instructs the LTO Data Control Unit (DCU) to encode the administrative violations in the driver’s records. Clearance from the LTO Intelligence and Investigation Division (IID) is required for any removal of these records.

Law enforcement officers are instructed to apprehend the driver if found operating a vehicle without a valid license or to include the offense if caught committing other violations, and to impound the vehicle.

Asec. Lacanilao reiterated that any form of violence, road rage, or abuse of driving privileges will be met with immediate penalties under the law, stressing the LTO’s commitment to discipline, accountability, and road safety.
