MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) has authorized drivers and operators of public utility vehicles (PUVs) to operate once a copy of their Provisional Authority (PA) is uploaded to the agency’s online verifier, the board announced.

Previously, PUVs could only operate after securing a hard copy of the PA. Under LTFRB Board Resolution 388 series of 2025, vehicles can now legally operate once the PA is posted online, shortening waiting times and streamlining processes.

LTFRB Chairperson Atty. Vigor D. Mendoza II said the move is in line with Republic Act No. 11032, the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018,” which promotes simplified procedures to reduce red tape in government transactions.

“We need the Provisional Authority to be uploaded first on the verifier system for the protection of the drivers and operators because in cases that they were flagged down, the enforcers can easily verify that they have legitimate papers to operate,” Mendoza said.

He added that the online system will help law enforcement agencies combat the proliferation of fake PAs and Certificates of Public Conveyance (CPCs), enabling efficient crackdown against violators.

The decision also addresses the backlog of more than 37,000 petitions, motions, and applications that Mendoza identified upon assuming the LTFRB chair in October 2025.

“With this decision, we are deploying more PUVs on the road for the benefit of the commuters and this is timely because of the expected influx of passengers for the Holiday season,” Mendoza said.

The board resolution applies to a wide range of PUVs, including jeepneys, buses, and Transport Network Vehicle Services (TNVS).
