
MANILA — The Land Transportation Office (LTO) has issued a Show Cause Order (SCO) against the owner and driver of a Toyota Fortuner involved in a viral road rage incident in Baguio City.
The directive, issued under LTO Assistant Secretary Markus V. Lacanilao, came after a preliminary investigation showed aggressive behavior by the driver toward a parking attendant, which posed a clear risk and violated expected standards of responsible driving.
The registered owner and driver are required to appear before the LTO’s Intelligence and Investigation Division (IID) on January 8, 2026, and submit verified or sworn statements explaining why they should not be held administratively liable. The case could include a declaration of the driver as an Improper Person to Operate a Motor Vehicle.
Meanwhile, the Toyota Fortuner has been placed on ALARM status during the ongoing investigation. The driver’s license was suspended for 90 days and must be surrendered immediately to the LTO-IID.
“Isa na naman itong paalala na dapat iwasan ng lahat ang init ng ulo sa kalsada. Ang lansangan ay isang pampublikong lugar na dapat panatilihin ang kaligtasan ng bawat isa—hindi ito lugar para sa galit o pagiging agresibo,” Lacanilao said. He added, “Ang lisensya sa pagmamaneho ay isang pribilehiyo at hindi isang karapatan. Sinuman na mapatunayang hindi kayang magmaneho nang may disiplina, paggalang, at pananagutan ay maaaring mawalan ng pribilehiyong ito anumang oras. Determinado ang LTO na panatilihin ang kaayusan at kaligtasan sa ating mga kalsada.”
