MANILA — Public Works Secretary Vince Dizon denied allegations by Rep. Leandro Leviste regarding supposed national budget insertions or “allocables,” calling the claims “baseless and malicious.”

Leviste had alleged that Dizon was linked to budget insertions and anomalies in a flood control project managed by the Bases Conversion and Development Authority (BCDA), which Dizon previously led.

Dizon clarified that the BCDA has stated it has “no flood control projects that are funded through budget insertions, ‘allocable funds’ or any discretionary source.”

“Any claims of ‘allocable’ or discretionary funding for such purposes are baseless and false,” he said.

He also questioned the timing of Leviste’s allegations, citing reports that the lawmaker allegedly obtained files from the late DPWH Undersecretary Catalina Cabral through forceful or illegal means.
