
MANILA — Philippine National Police (PNP) acting chief Lt. Gen. Jose Melencio Nartatez Jr. reiterated the strict enforcement of the one-strike policy against indiscriminate firing as part of heightened security measures for the holiday season.
Under the policy, sanctions include dismissal from the service and the filing of appropriate criminal cases.
“The Philippine National Police is strictly enforcing a one-strike policy against indiscriminate firing. This policy underscores the PNP’s firm commitment to protecting lives and ensuring public safety during a period meant for peace, not preventable harm. As the nation welcomes the New Year, the PNP calls on all personnel to set the example of responsibility and restraint,” Nartatez said in a statement.
Nartatez reminded all PNP personnel to observe the highest level of discipline and professionalism in handling firearms, stressing that any act of reckless or celebratory gunfire is a serious violation of duty.
“Personnel found guilty of indiscriminate firing shall face immediate administrative sanctions and criminal liability in accordance with existing laws, without warning or second chances,” he said.
He added that unit commanders are required to take immediate and decisive action, while personnel involved in indiscriminate firing will be relieved from duty and placed under preventive suspension pending investigation.
Nartatez also emphasized that command responsibility is absolute, saying every level of command must be accountable to uphold discipline and safeguard public trust in the PNP.
As part of preparations for the New Year celebrations, Nartatez ordered a final sweep against illegal firecrackers and pyrotechnic materials following President Ferdinand R. Marcos Jr.’s directive to ensure a safe and orderly holiday season.
He said police forces, particularly at the municipal and city levels, should intensify efforts against sellers of banned and illegal firecrackers, citing the threat these pose to public safety.
“The goal is clear: To prevent their proliferation as part of our safety measures for the New Year celebration,” Nartatez said.
The operations will be conducted both on the ground and online through the PNP Anti-Cybercrime Group. Nartatez said the PNP is already checking reports that illegal firecrackers are being openly sold at Manila’s Divisoria commercial center.
While respecting New Year traditions, Nartatez urged the public to use safe alternative noise-making materials, especially for children. (PNA)
