MANILA — The Department of Labor and Employment (DOLE) reported that it resolved labor disputes promptly and fairly in 2025, maintaining productive and peaceful workplaces nationwide.

The agency recorded a 98.07 percent disposition rate for labor cases, benefitting over 109,000 workers and awarding PHP8.34 billion in monetary settlements. Through conciliation and mediation under the Single Entry Approach (SEnA), 82.55 percent of cases were resolved amicably, preventing disruptions to livelihoods and business operations.

Industrial peace was also advanced through tripartite consultations under the National Tripartite Industrial Peace Council (NTIPC), which processed key labor policies, including:

  • Department Order No. 251-25 (April 21, 2025) – Updates the rules strengthening the prohibition against discrimination against women in employment terms and conditions.
  • Department Order No. 253-25 (April 28, 2025) – Provides guidelines for temporary accommodations and welfare facilities for construction workers.
  • Department Order No. 252-25 (April 28, 2025) – Revises rules on occupational safety and health standards under RA 11058.

DOLE also inspected 33,007 establishments covering 3.7 million workers and conducted 168,100 technical and advisory visits to promote voluntary compliance, achieving high compliance rates: 94.53 percent for general labor standards and 90.06 percent for occupational safety and health standards.

Recognizing the Philippines’ vulnerability to calamities, DOLE strengthened labor inspection and preparedness through Labor Advisory No. 15, series of 2025, ensuring workers’ rights are protected even during emergencies.

The department also held 541 OSH trainings, reaching nearly 22,000 workers nationwide, reinforcing its commitment to safe and humane working conditions.
