
MANILA — The Land Transportation Office (LTO) has issued a Show Cause Order (SCO) against a Public Utility Jeepney (PUJ) driver in Antipolo City after a viral video showed passengers standing on the vehicle’s step board while it was in motion, the agency said.
The incident occurred along Marcos Highway, where the driver reportedly engaged in aggressive lane changes and nearly collided with other vehicles. The LTO stressed that allowing passengers to hang or stand on the sides of moving public vehicles is strictly prohibited.
Under the SCO, the driver is required to appear before the LTO-Intelligence and Investigation Division (IID) on January 8, 2026, at the LETAS Building in Quezon City. He must submit a sworn explanation why he should not be held liable for Reckless Driving, permitting passengers to stand on the step board, and being an Improper Person to Operate a Motor Vehicle. The PUJ’s owner may also face charges for failing to properly supervise the driver and the vehicle.
Meanwhile, the driver’s license has been temporarily suspended for 90 days during the investigation, and the PUJ has been placed under alarm status. Failure to appear or submit a justification will be considered a waiver of the driver’s and owner’s right to defend themselves, allowing the LTO to proceed based on available evidence.
LTO Chief Assistant Secretary Markus V. Lacanilao emphasized the importance of road safety:
“Incidents like this not only violate the law but also pose a serious threat to the lives of passengers and other road users. Allowing passengers to hang or stand outside a moving vehicle is a clear safety risk. The LTO is determined to ensure that all public transport operators and drivers comply with regulations and prioritize passenger safety.”
Asec. Lacanilao added that enforcing traffic laws is not just about penalties but about protecting the public and ensuring safer roads for everyone.
