
MANILA — The Department of Human Settlements and Urban Development (DHSUD) has directed the release of all compliant applications for licenses and registrations of socialized housing projects within the first 10 working days of 2026, DHSUD Secretary Jose Ramon Aliling announced.
The order covers Certificate of Registration (CR) and License to Sell (LS) applications for projects under the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program, President Ferdinand Marcos Jr.’s flagship socialized housing initiative. Aliling said the move aims to sustain momentum in the nationwide implementation of the program and stimulate economic activity in the housing and real estate sectors.
Aliling instructed Senior Supervising Undersecretary Sharon Faith Paquiz, relevant bureaus, and regional offices to expedite processing of CR/LS applications to ensure faster production and sale of socialized housing projects.
“Due to the efficient response to development permit applications and CR/LS, more socialized housing projects can be implemented by private developers, providing more options for our home buyers,” Aliling said.
The DHSUD chief clarified that the order applies only to private developers who comply with existing laws, rules, and regulations. He assured the public that DHSUD will continue to intensify efforts to improve housing services in 2026.
Towards the end of 2025, DHSUD issued updated policies on price ceilings, simplified tax exemption applications for socialized housing, and streamlined licensing and registration processes, among other reforms, to further facilitate housing development.
