MANILA — Human rights group KARAPATAN demanded the immediate release of Chantal Anicoche, questioning the Armed Forces of the Philippines’ claim that the 24-year-old community leader was “found” in Abra de Ilog, Occidental Mindoro.

Cristina Palabay, KARAPATAN secretary general, said there is no lawful basis for Anicoche to be held by the military and raised concerns over the circumstances surrounding her alleged recovery.

“There is no lawful justification for Chantal Anicoche to remain in military custody. She must be immediately released to her family, legal counsel, or human rights organizations,” Palabay said. “Her rights must be respected at all times, and her safety and physical and psychological integrity must never be compromised by any form of duress or pressure.”

Anicoche went missing during military operations in Abra de Ilog on January 1, which involved aerial attacks that displaced residents and reportedly targeted civilians. Her whereabouts remained unknown for days, sparking concern among her family and human rights groups.

Palabay said it was “baffling” that Anicoche was not located immediately, noting that four battalions of soldiers were deployed in the area during the operations. “With four battalions of soldiers deployed in the area, it is baffling that she was not located then, only to be allegedly ‘found’ a week later in a nearby site,” she said.

KARAPATAN also flagged reports that soldiers implied the presence of firearms or explosives in the area and questioned Anicoche about her presence in Mindoro, telling her to “tell the truth” and “cooperate.” Palabay said this suggested “a presumption of guilt and an atmosphere of intimidation.”

The group called for an independent investigation into Anicoche’s disappearance and recovery, emphasizing that she must not face torture, coercion, threats, harassment, or intimidation. Palabay urged the Commission on Human Rights, independent monitors, and international bodies to verify Anicoche’s condition and examine the January 1 military operations.
