MANILA — Former Department of Public Works and Highways (DPWH) Secretary Manuel “Manny” Bonoan arrived at Ninoy Aquino International Airport on Sunday morning, January 18, 2026, the Bureau of Immigration (BI) confirmed.

Bonoan came on China Airlines flight CI0701 from Taipei and was alone, with no reported travel companion.

He had been placed on the BI’s Immigration Lookout Bulletin Order (ILBO) following a Department of Justice (DOJ) directive to monitor his travels in connection with an ongoing investigation into alleged anomalous flood control and “ghost” projects.

Records show Bonoan left the country last year to accompany his wife to the United States for a medical procedure.

BI Commissioner Joel Anthony Viado said the bureau promptly relayed the information to the Secretary of Justice in accordance with standard procedures.

The BI emphasized that the issuance of an immigration lookout bulletin ensures authorities are immediately informed of the arrival or departure of individuals involved in ongoing investigations.
