MANILA — Senator Imee R. Marcos and Senator Rodante Marcoleta have released a Minority Report on the Senate Blue Ribbon Committee (BRC) investigation titled “The Philippines Under Water,” questioning what they described as the limited and non-comprehensive conduct of the probe into alleged anomalies in flood control projects.

Marcos said the BRC hearings remain incomplete and insufficient to uncover the full truth behind the issue.

“Hindi umuusad – binibitin niyo ang mga tao. Sadya man o nakakaligtaan, tila may pagpipigil sa paglalahad ng buong katotohanan,” the senator said, referring to her observations on the investigation process.

She stressed that the minority report underscores the need for a comprehensive, fair, and fearless investigation to ensure that those truly responsible, including the alleged masterminds, are held accountable.

“Tama ang diin ng minority report na tanging isang komprehensibo, patas, at walang takot na imbestigasyon ang makakasiguro na ang tunay na salarin — ang mga mastermind — ang dapat managot,” she said.

Marcos also criticized the abrupt halt of the investigation following the testimony of Orly Guteza, saying this raised serious doubts about the intent and integrity of the committee’s report.

She added that several critical leads have yet to be addressed by the committee.

“Naging malawakan ang pagtutok sa DPWH, sa ilang kontratista, at maging sa ilang senador. Ngunit tila napalampas—sadya man o hindi—ang posibleng ugnayan ng mga tunay na nagplano at nakinabang sa iskema,” Marcos said.

The senator warned that if the investigation continues in what she described as a truncated manner, the country will remain submerged not only in floods but also in the absence of justice.
