
CEBU — The League of Municipalities of the Philippines (LMP) Cebu Chapter has expressed unanimous support for the immediate passage of Senator Bam Aquino’s Classroom-Building Acceleration Program (CAP) Act, citing its key role in addressing the country’s shortage of classrooms.
The LMP Cebu Chapter, representing the province’s 44 municipal mayors, presented Aquino with a copy of Resolution No. 2, Series of 2025 during his visit to Cebu for the Sinulog Festival over the weekend.
The Senate is expected to approve Senate Bill No. 1482 on third and final reading when session resumes on January 26. The measure is also included in the Legislative-Executive Development Advisory Council (LEDAC) priority list.
Under the CAP Act, local government units (LGUs) and non-government organizations (NGOs) with a proven track record may construct classrooms within their jurisdictions, following Department of Education standards and guidelines.
In its resolution, the LMP Cebu Chapter emphasized that the measure would accelerate the construction, rehabilitation, and improvement of classrooms nationwide through coordinated and efficient government action.
“The proposed measure aims to strengthen inter-agency collaboration, improve utilization of education infrastructure funds, and ensure timely implementation of school building projects,” the resolution said.
The chapter further noted that the CAP Act represents a major step toward inclusive and quality education, in line with the national government’s goal of improving the education sector.
The resolution, approved on motion of Mayor Lissa Marie Durano-Streegan, urged both chambers of Congress to act swiftly on the bill as an urgent legislative measure.
It was signed by all 44 Cebu municipal mayors, including Rajiv Enad (Minglanilla), Mytha Canoy (San Fernando), Caroline Bacaltos (Sibonga), Jose Eugenio B.
