
DAVAO CITY — Davao City has once again topped the list of the Philippines’ most traffic-congested cities in 2025, ranking 12th globally and fourth in Asia, according to the 14th edition of the TomTom Traffic Index.
The annual report, which analyzes anonymized GPS data from devices, showed Davao’s average congestion level at 66.2%, with drivers losing 168 hours a year during rush hour—roughly a full week stuck in slow-moving traffic. Congestion level refers to the “average additional time lost to traffic compared to driving in free-flow conditions.”
Compared with other Asian cities, Davao fared better than Bangkok, Thailand (67.9%, third in Asia) but worse than Bandung, Indonesia (64.1%, fifth in Asia). Bengaluru, India recorded the worst congestion in Asia at 74.4%, while globally, Mexico City had the highest at 75.9%.
Davao’s global ranking improved from 2024, when it placed fifth worldwide for congestion levels.
The index indicated that Davao drivers cover an average of 4.4 kilometers in 15 minutes, at an average speed of 17.5 km/h—roughly the same pace as drivers in Tainan, Taiwan and Kyoto, Japan.
Meanwhile, Manila ranked second in the Philippines with an average congestion level of 57%, with motorists estimated to lose 143 hours per year in rush-hour traffic.
The 14th TomTom Traffic Index covered more than 500 cities across 62 countries.
