MANILA – Speaker Faustino “Bojie” Dy III announced the development of the “House Book” app, a new digital platform designed to make congressional processes more transparent, accessible, and accountable.

Speaking at the resumption of the House session, Dy said the app is part of broader efforts to digitalize the House of Representatives using blockchain technology, aiming for a fully paperless Congress.

“Panahon na upang palakasin ang mga hakbang laban sa korapsyon. Panahon na upang bumuo ng mga sistemang magbibigay-linaw sa pondo at magbabalik ng tiwala ng taumbayan sa pamahalaan,” Dy said.

The Speaker said the House is working closely with the Department of Information and Communications Technology (DICT) to implement blockchain technology, allowing public access to congressional processes and documents.

“Together with the DICT, we will introduce blockchain technology to make the processes and documents of the House more accessible to the public. Ito ay malinaw na mensahe: wala tayong itinatago, wala tayong pinagtatakpan, at bukas tayo sa pagsusuri ng sambayanan,” he added.

Dy explained that the “House Book” app will enable members and staff to monitor committee roll calls, track votes, and manage large volumes of documents efficiently.

“The goal is a fully digital and paperless Congress that is faster and more efficient,” Dy said, noting that these initiatives are part of a long-term plan to transform the House into an institution that is transparent, accountable, and deserving of public trust.
