MANILA—Two senior officials named as alleged co-perpetrators in the crimes against humanity case involving former president Rodrigo Duterte have denied any role in the anti-drug campaign.

In a report, it said that in separate statements, Sen. Christopher Go and former Justice Secretary Vitaliano Aguirre II rejected the allegations of the International Criminal Court (ICC) that they were co-conspirators in the drug war.

For Go, the former special assistant to Duterte, the allegations are “entirely unfounded, one-sided and unfair.”

“It bears no relation to the reality of my roles and responsibilities during my service as Special Assistant to the President from June 2016 to October 2018, as well as Executive Assistant to the Mayor of Davao City from 1998 to 2016,” Go said in a statement on Saturday, February 14.

“Let me be clear, at no time did I have any involvement in, knowledge of, or authority over these allegations. It is also inaccurate to claim that I was Chief of the Presidential Management Staff then, since at no point in time did that responsibility fall under mine,” he added.

Aguirre also rejected the ICC’s claims, insisting he “did nothing wrong.”

“Wala akong kinalaman sa akusasyon nila sa akin ng crimes against humanity,” he said in a statement on February 14.

(I have no part in their accusations of crimes against humanity.)

“I believe that some people are trying very hard to link me to this war on drugs to make it appear that EJK (extrajudicial killings) was part of their so-called common plan or a national policy of the Duterte administration for their EJK accusations against PRRD to be credible,” he added.

In a publicly released redacted filing dated Feb. 13, 2026, the ICC named eight individuals as Duterte’s alleged “associates” who had a “common plan” to neutralize suspected criminals through violent crimes such as murder from Nov. 1, 2011, to March 16, 2019, first in Davao City and later nationwide.

Aside from Aguirre and Go, the document named former Philippine National Police chiefs Sen. Ronald dela Rosa and Oscar Albayalde, as well as former Davao police chiefs Vicente Danao Jr. and Isidro Lapeña.

Others named were Dante Gierran, former Davao Regional Director of the National Bureau of Investigation, and Camilo Cascolan, the former finance chief of the Davao Region Police Office.

Cascolan passed away on Nov. 24, 2023 due to pneumonia as a complication of stage 4 lung cancer.

After months of delay, the confirmation of charges against Duterte will proceed on February 23 after ICC judges found him fit to participate in pre-trial proceedings.
