MANILA — Sen. Jinggoy Estrada, former DPWH Secretary Manuel Bonoan, and several former Department of Public Works and Highways (DPWH) officials cannot leave the country unless they obtain a court order allowing travel abroad, the Bureau of Immigration said.

BI spokesperson Dana Sandoval told radio dzMM that Estrada and Bonoan were added to the bureau’s derogatory database at all airports under its jurisdiction.

“The system will see it. Once encountered, if one of them attempts to leave, they will not be allowed to leave and will be reminded that a hold departure order has been issued to them,” Sandoval said.

The precautionary hold-departure order was issued by Manila Regional Trial Court Branch 52 against Estrada, Bonoan, and former DPWH officials Roberto Bernardo, Henry Alcantara, and Gerard Opulencia. They face complaints for plunder, violations of Section 3 of the Anti-Graft and Corrupt Practices Act, and direct bribery and corruption of public officers under the Revised Penal Code case

Meanwhile, the National Bureau of Investigation filed a motion to include four former DPWH engineers—Denryl Caesar Cortuna, Manny Bulusan, Ruel Umali, and Arturo Gonzales Jr.—as respondents in the plunder case against detained former Senator Ramon Revilla Jr. and the aforementioned DPWH officials.

DOJ spokesman Polo Martinez said the engineers will be summoned to submit counter-affidavits as part of the ongoing preliminary review.

“The NBI saw that based on evidence, there was an allegation of conspiracy that includes them in the plunder complaint,” Martinez said.

The addition of the four engineers has moved the schedule of the preliminary investigation against Revilla and other officials to March 3.
