MANILA — The Philippine Coast Guard (PCG) has released its decision regarding the sinking of MV Trisha Kerstin 3, following what it described as a thorough, fair, and comprehensive investigation conducted by the Coast Guard Inspector General-Internal Affairs Service (CGIG-IAS).

As a result of the administrative proceedings, the PCG imposed “Dismissal without honor” on four enlisted personnel who comprised the Pre-Departure Inspection (PDI) Team — PO1 Sabhal Turaini, PO3 Khalid Asmawil, PO3 Al-Yazar Muyong, and ASW Mar-Iya Anawie — for failing to conduct independent verification of the actual passenger count and proper documentation of the vessel’s “load line markings,” which are critical measures to ensure maritime safety.

A “One rank demotion” was imposed on PO3 Jestoni Barretto, who served as Duty Office Watch, due to lack of due diligence and proper performance of his duties.

Meanwhile, “One year suspension without pay” was meted out to LCDR Tristan Jener Erediano and LT Jason Pagbonocan, who served as Station Commander and Acting Station Commander of Zamboanga, respectively. They were also directed to undergo mandatory retraining on proper ship inspection standards, effective supervision of PDI teams, and operational management.

According to PCG Spokesperson Captain Noemie Cayabyab, in making the decision public, the PCG reiterated that it does not tolerate any violations of maritime safety standards and will continue to strengthen its inspection mechanisms, supervision, and personnel training to ensure public safety at sea and in public service.

Cayabyab added that while the underwater operations of the PCG Technical Diving Group are set to conclude on Feb. 26, 2026, affected families may expect continued maritime patrols, coordination with fishermen, and cooperation with authorities to pursue justice and improve public sea transportation.
