MANILA — More than 335,000 scholars of the Technical Education and Skills Development Authority (TESDA) nationwide will soon receive their scholarship grants and training support funds more efficiently through a strengthened partnership with LANDBANK.

The collaboration was formalized with the signing of a Memorandum of Agreement (MOA) at the TESDA Central Office in Taguig City on February 16, 2026. The MOA was signed by LANDBANK President and CEO Lynette V. Ortiz and TESDA Secretary Kiko Benitez, with LANDBANK Executive Vice President Marilou L. Villafranca and TESDA Deputy Director General Rosanna A. Urdaneta as witnesses.

“Through this facility, we are strengthening our capability to provide our scholars and beneficiaries with an even more convenient, secure, and efficient way of receiving grants, allowances, and training support funds.  This agreement between TESDA and LANDBANK is a proof that when government agencies work together, we can overcome so many challenges and create lasting, meaningful impact for our beneficiaries,” Secretary Benitez said.

Under the agreement, TESDA will use LANDBANK’s ATM Payroll Facility to directly credit scholarship allowances and training support funds to beneficiaries, ensuring timely, secure, and nationwide disbursement of public funds.

“Through this partnership, we are modernizing the payout of scholarship grants and training support funds. TESDA scholars will now receive their allowances directly in their own accounts, ensuring fast, transparent, and reliable access to financial assistance,” Ortiz said.

The initiative allows funds to be credited straight to scholars’ accounts, reducing delays, minimizing cash-handling risks, and eliminating repeated follow-ups, while improving transparency and accountability.

TESDA payouts will be processed through LANDBANK’s weAccess facility, funded via the bank’s Payroll Fund or Modified Disbursement System (MDS) Account, covering its Central Office as well as all Regional, Provincial, and District Offices nationwide.

To support unbanked and underserved scholars, beneficiaries may open a LANDBANK PISO Account requiring only a ₱1 initial deposit with no maintaining balance and a maximum balance or monthly credit limit of ₱50,000. Each account includes a free proprietary ATM card. Eligible beneficiaries aged 18 and above may also open a LANDBANK PISO Plus Account with no initial deposit and a Virtual Visa Debit Card, which can be opened digitally through the LANDBANK Mobile Banking App.

The partnership also introduces TESDA scholars to formal banking services, allowing them to securely save, withdraw, transfer funds, and make digital payments while pursuing technical and vocational education.
