MANILA — The law firm Gargantiel and Associates has formally requested the Department of Justice (DOJ) to immediately file a murder case in court against five suspects charged in the 2017 killing of Enrique Manas Sr. in Sta. Margarita, Samar.

In a letter dated March 3, 2026, addressed to DOJ Acting Secretary Fredderick A. Vida, the firm cited the delay in the filing despite a directive issued by then-Justice Secretary (and now Ombudsman) Jesus Crispin C. Remulla on January 16, 2025, instructing the department to submit the necessary information to court within ten days.

The five accused are:

  • Emilio Zosa
  • Arturo Deborbon
  • Joel Calagos
  • Sofronio Meduranda Jr.
  • Reymart Antivo

Gargantiel and Associates stressed that nearly nine years have passed since the criminal charge was initially filed, yet the case has not reached the trial stage. The law firm emphasized the emotional toll on the family, noting they continue to endure uncertainty and grief due to the unresolved matter.

“In the absence of any lawful impediment, we respectfully request the immediate implementation of the 16 January 2025 directive,” the letter read.

The firm concluded by expressing hope for closure and finality in accordance with the law, urging the DOJ to take the necessary action to comply fully and promptly with the prior directive.
