
MANILA — The Land Transportation Office (LTO) has clarified that its crackdown on modified mufflers targets only illegally assembled or non-compliant devices, not motorists who legally purchase and install aftermarket mufflers.
The statement follows discussions between Senator JV Ejercito and LTO Chief Assistant Secretary Markus V. Lacanilao, during which Ejercito raised concerns from motorists about being unfairly apprehended for using legally sourced mufflers.
Asec. Lacanilao affirmed that the LTO will implement regulations fairly, focusing enforcement on mufflers that do not meet national standards or lack required emission control components like catalytic converters.
“Mufflers purchased from authorized dealers, which are branded and have undergone necessary processes to meet national standards, are generally not subject to apprehension,” the LTO said. Such compliant aftermarket mufflers already adhere to noise and emission limits, and vehicle owners are not required to carry certification documents.
The agency emphasized that its enforcement aims to curb excessive noise, reduce harmful emissions, and maintain public safety and order, while allowing motorists with properly certified products to use their vehicles without fear of penalties.
