
MANILA — The Land Transportation Office (LTO) suspended 12 accredited driving schools in Metro Manila, along with their instructors, over alleged issuance of certificates to students who did not complete required practical driving lessons.
Show cause orders (SCOs) were issued to the schools for alleged violations involving the Practical Driving Course (PDC) certificates of completion.
“Preliminary findings indicate that the schools reportedly issued certificates to students who did not undergo or complete the mandatory eight hours of practical driving instruction,” the LTO said in a statement.
The alleged violations include fraud, misrepresentation, irregular use of accreditation, and non-compliance with LTO Memorandum Circular No. VDM-2023-2460.
Representatives of the implicated schools and instructors have been ordered to submit written explanations and supporting documents. “Failure to comply shall be deemed a waiver of their right to be heard, and the committee shall proceed with the case based on the available records,” the LTO added.
During the 30-day preventive suspension, the schools and instructors are prohibited from conducting driver education activities or accessing the Land Transportation Management System to issue certificates unless the restriction is lifted or modified by the committee.
In June 2025, the LTO had already summoned 205 driving schools for violations, including improper issuance of course certificates and tampering with the agency’s computer system, such as bypassing the system’s daily upload limits for theoretical and practical course certificates.
