
MANILA — The Senate approved on third and final reading Senate Bill No. 1822, or the “National Autism Care, Support, and Inclusion Act,” which establishes a national framework to improve care, services, and inclusion for persons with Autism Spectrum Disorder (ASD).
The measure seeks to enhance programs for early detection and screening, healthcare and therapy access, inclusive education, community support, and employment opportunities for individuals with ASD.
“Let this measure be our collective contribution to supporting people on the autism spectrum and their families. The message of this bill is clear: a just society enables the potential of every Filipino instead of creating hurdles,” said Sen. Risa Hontiveros, sponsor of the measure.
Hontiveros said the law recognizes ASD as a neurodevelopmental condition and promotes a coordinated, science-based national response to support individuals with autism and their families.
Authored by Majority Leader Juan Miguel “Migz” Zubiri, the bill aims to provide families and persons with ASD clearer government support, better access to services, and a national plan that frames inclusion as a government responsibility.
“This is great news for Filipino families dealing with ASD. They’ve had it tough, and this law will really help lighten their burden,” Zubiri said.
Under the measure, the National Council on Disability Affairs (NCDA) will lead the preparation and implementation of the National Plan of Action for ASD, coordinating programs across key agencies including the Department of Health (DOH), Department of Education (DepEd), Department of Social Welfare and Development (DSWD), and Department of Labor and Employment (DOLE).
The law also includes an anti-discrimination provision, making it unlawful for any person, institution, or government agency to deny or restrict the rights of persons with ASD, particularly in accessing healthcare, education, employment, and social protection programs.
Funding for the implementation of the Act will be included in the annual General Appropriations Act to ensure sustained support for programs and services under the national plan.
