
MANILA — The Second Congressional Commission on Education (EDCOM 2) launched a one-stop suite of tools designed to help local government units (LGUs) implement education reforms in their communities.
During the General Assembly of the League of Municipalities of the Philippines on May 9, EDCOM 2 Executive Director introduced the LGU Resource Center and the EDCOM 2 LGU Playbook, which provide local leaders with data, training, and legislative tools to guide reforms at the community level.
The LGU Playbook offers a step-by-step reference for mayors and local executives to navigate challenges in the education sector. It emphasizes that meaningful reform begins at the barangay and local school levels and outlines four immediate actions LGUs can take using their Special Education Fund (SEF) and other resources:
- Investing in the first 1,000 days to support infant nutrition and brain development.
- Addressing the feeding gap for malnourished children aged 2–5 not covered by national programs.
- Expanding Early Childhood Care and Development (ECCD) through daycares and Child Development Centers.
- Strengthening foundational literacy from Kindergarten to Grade 3 via the ARAL Program.
To help local leaders implement reforms quickly, EDCOM 2 also released Template Ordinances and Resolutions. The ready-to-use drafts cover policies such as establishing City or Municipal Education Offices, expanding Local School Boards, and institutionalizing early childhood and feeding programs.
The launch featured the EDCOM Dashboard, an interactive platform that consolidates city-level data on early childhood education, literacy, and nutrition. Officials can use the dashboard to track performance, compare local data with regional and national averages, and target interventions where they are most needed.
“Our country’s future is at stake, but we have seen what happens when a Mayor takes charge,” Yee said. “With your leadership, we can build a community where the potential of every Filipino child is matched by the quality of their education. It starts with you. It starts today.”
