MANILA — The National Bureau of Investigation – Organized and Transnational Crime Division (NBI-OTCD) has arrested five Vietnamese nationals for allegedly selling and distributing dog meat in Pasay and Makati.

The operations, conducted on March 10, 2026, resulted in the seizure of a substantial volume of raw and cooked dog meat intended for public consumption.

The investigation began after an intelligence report indicated that the suspects were conducting online transactions, using messaging platforms to market dog meat with digital menus resembling legitimate food delivery apps.

To confirm the report, NBI-OTCD agents carried out a test-buy operation. An undercover operative placed an order through the suspects’ platform, which was delivered via a third-party courier. Forensic examination by the National Meat Inspection Service (NMIS) confirmed the meat as canine.

Following verification, NBI agents conducted a two-pronged operation. They intercepted the delivery, arresting the delivery rider, and simultaneously raided the source of the meat, apprehending four additional Vietnamese nationals and confiscating a large stockpile of meat products.

The five suspects were presented for inquest proceedings and face multiple charges, including violations of the Meat Inspection Code of the Philippines (RA 9296), the Animal Welfare Act (RA 8485, as amended by RA 10631), the Anti-Rabies Act (RA 9482), and the Food Safety Act (RA 10611).

“The NBI will remain relentless in pursuing individuals who engage in unlawful practices that compromise our food safety standards and violate our animal welfare laws,” said NBI Director Atty. Melvin A. Matibag. “We are sending a clear message: no matter the platform or the method, illegal trades will be dismantled, and those responsible will be held accountable.”
