MANILA — Senator Francis Kiko Pangilinan called for the swift passage of a proposed measure banning ticket scalping, saying unregulated resale practices continue to exploit consumers and limit access for genuine fans.

Pangilinan, who chairs the Senate Committee on Justice and Human Rights, delivered his sponsorship speech for Senate Bill No. 1989 under Committee Report No. 51, which seeks to establish a nationwide ban on ticket scalping.

“Kaya sa pagpasa ng batas na ito, ipinapakita natin na mahalaga ang patas na laban at may puwang ang bawat Pilipino na makasama, makapanood, at makibahagi sa mga sandaling nagbubuklod-buklod sa atin bilang isang bansa,” he said.

“We urge our colleagues to support this measure and for its swift passage,” he added.

The proposed bill defines scalping as purchasing tickets without the organizer’s consent and reselling them at more than 10 percent above the original price. It also holds not only individual scalpers but also groups involved in such activities accountable.

“Dahil ang scalping ay hindi simpleng negosyo, ito’y sistematikong pananamantala,” Pangilinan said.

The senator said the measure aims to protect consumer rights while also benefiting artists and the events industry through improved revenue flows and stronger fan engagement.

Pangilinan earlier cited instances of inflated ticket prices, including resale prices for Olivia Rodrigo’s “GUTS World Tour,” which rose from a flat rate of P1,500 to as high as P10,000 to P20,000.

The Philippines is set to host several major events, including the “Wakas at Simula” concert of SB19 on April 18 and a comeback tour by BTS next year.
