MANILA – The Department of Education (DepEd) has instructed all public schools nationwide to keep end-of-school-year (EOSY) ceremonies simple and cost-effective in light of rising fuel prices.

Education Secretary Sonny Angara issued the directive, urging schools to prioritize students’ welfare and avoid unnecessary expenses that could burden families.

“Schools must prioritize the welfare of learners by keeping these ceremonies simple, meaningful, and entirely free of unnecessary expenses,” Angara said.

Under Memorandum No. 015, s. 2026, schools are advised to hold ceremonies in school grounds or covered courts rather than renting costly venues. The collection of fees or contributions from students and parents is strictly prohibited. Only essential expenses should be covered by the school’s Maintenance and Other Operating Expenses (MOOE) funds.

Angara highlighted the financial challenges families face due to higher transportation costs and rising prices of basic goods. “We must ensure that this milestone remains a celebration of achievement rather than a financial ordeal for our parents,” he said.

Non-academic activities, such as field trips or prom nights, should not be required for graduation.

The EOSY ceremonies are scheduled from March 30 to 31, with about 1.9 million Grade 6 learners and 1.8 million Grade 12 learners expected to graduate nationwide.
