MANILA – The Independent Commission for Infrastructure (ICI) handed over documents and other materials from its probe into alleged anomalies in flood control projects to the Department of Justice (DOJ).

ICI Chair Andres Reyes met with Justice Secretary Frederick Vida, National Bureau of Investigation Director Melvin Matibag, and Prosecutor General Richard Anthony Fadullon to formally turn over the materials.

“Right now, the DOJ will study these documents to see if they point to any leads we could use in filing cases eventually,” DOJ spokesperson Polo Martinez said.

On Friday, the ICI also submitted all documents and evidence to the Office of the Ombudsman to support case build-up.

Reyes had earlier recommended that the ad hoc body conclude its operations by the end of March, following the completion of its findings and recommendations.

Created last year to investigate alleged irregularities in flood control projects, the ICI detailed its activities and achievements in its report to President Ferdinand R. Marcos Jr. from Sept. 15, 2025, to Jan. 18, 2026.

The panel filed nine referrals with the Ombudsman, coordinated 66 individuals for DOJ referral, and helped freeze 6,692 bank accounts estimated at PHP24.7 billion.
