
MANILA – Senators Loren Legarda and Risa Hontiveros welcomed President Ferdinand R. Marcos Jr.’s declaration of a state of national energy emergency, but stressed that recognition alone is not enough to ease the burdens on Filipino families.
Legarda called the move “overdue” and urged immediate, coordinated, and compassionate action to address rising fuel prices, higher food costs, and transport expenses. She suggested measures such as removing VAT on essential goods, fuel, and certain electricity fees. The four-term senator also said she is considering filing a new Bayanihan law or a similar time-bound measure to equip the government with the necessary tools for a unified crisis response.
Hontiveros echoed the call for swift action, emphasizing that Executive Order No. 110 must be complemented by tangible aid. She highlighted support for the proposed ₱52.8 billion supplemental budget for oil crisis response, covering expanded transport subsidies, agricultural assistance for farmers and fisherfolk, and repatriation programs for overseas Filipino workers.
Both senators stressed that the declaration should translate into a whole-of-government approach to protect consumers and hold accountable those engaged in hoarding, profiteering, or manipulating supply. Hontiveros specifically warned against possible price manipulation by power plant operators amid looming electricity rate increases.
“Recognition of a crisis is only meaningful if it leads to decisive, coordinated, and effective relief,” Legarda said, underscoring the urgency of government action.
