MANILA — The Land Transportation Office called in the driver and owner of a black Toyota Fortuner SUV after a video showing the vehicle committing multiple traffic violations—including counterflowing and using unauthorized blinkers—went viral on social media.

Assistant Secretary Markus Lacanilao said the preliminary investigation indicated the SUV deliberately ignored traffic rules while being escorted by a motorcycle bearing the Philippine National Police logo and an unidentified rider.

“Such actions constitute a blatant violation of traffic laws and an unacceptable abuse of the road that puts lives at risk,” Lacanilao said, condemning the “reckless and unlawful behavior” of the motorist. He emphasized that counterflowing is strictly prohibited and blinkers are reserved for authorized personnel and emergency vehicles.

The SUV’s driver and owner face administrative sanctions, including possible suspension or revocation of driver’s licenses and fines.

The LTO issued a show-cause order directing them to appear before the agency’s Intelligence and Investigation Division and submit a sworn explanation on why sanctions should not be imposed.

“Non-compliance with this directive shall be construed as a waiver of their right to due process, and the case shall be resolved based on the evidence available at hand,” the order read.

In the video, uploaded by vlogger and journalist James Deakin, a motorcycle with PNP markings was seen clearing the way for the SUV, allowing it to counterflow and bypass traffic congestion.

“The LTO affirms its uncompromising stance in enforcing road safety regulations and will continue to intensify its operations against erring motorists,” Lacanilao added, warning against unauthorized escort activities or misrepresentation of authority on public roads.
