
MANILA — The Commission on Elections (Comelec) has reminded incumbent barangay officials serving their third consecutive term that they are no longer eligible to run in the Barangay and Sangguniang Kabataan Elections (BSKE) set on Nov. 2, 2026.
The poll body said the restriction is based on the three-term limit under Republic Act No. 12232, or the law setting the term of office of barangay officials and members of the Sangguniang Kabataan.
“Incumbent elective barangay officials serving their third consecutive term in the same position shall not be eligible to run for the same position in the November 2026 Barangay and Sangguniang Kabataan Elections,” Comelec Resolution No. 11207 stated.
It added: “No elective barangay official shall serve for more than three consecutive terms in the same position.”
Comelec clarified, however, that incumbent Sangguniang Kabataan (SK) officials elected in 2023 remain eligible to seek reelection, as the transitory provisions of the law do not cover incumbent youth officials. The new four-year term rule will apply starting the 2026 electoral cycle.
The filing of certificates of candidacy for the BSKE will run from Sept. 28 to Oct. 5, the poll body said.
