
MANILA — The National Bureau of Investigation–Cybercrime Division (NBI-CCD) has arrested an individual in Manila for allegedly illegally accessing and distributing an explicit video of a minor, in violation of anti-online child exploitation and cybercrime laws.
In a press release, the NBI said the suspect was arrested for violations of Republic Act No. 11930 or the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM), and Republic Act No. 10175 or the Cybercrime Prevention Act of 2012.
The complaint was filed on February 20, 2026.
According to the complainant, the suspect gained access to child sexual abuse or exploitation material stored in her mobile phone and later distributed it through social media.
During a birthday gathering on February 7, 2026, the suspect allegedly borrowed the complainant’s phone under the pretext of taking photos. He then accessed a restricted folder labeled “Hidden Photos and Videos” and retrieved an explicit video of the complainant recorded when she was still a minor, the NBI said.
The suspect allegedly sent the video to himself and another individual via Facebook Messenger, and later shared it in a group chat, causing the material to circulate within the complainant’s barangay and school community.
The NBI said investigation and cyber-surveillance established that the suspect operated his Facebook account using a device at his residence on Sikat Street, San Miguel, Manila.
Operatives secured a Warrant to Search, Seize, and Examine Computer Data (WSSECD) and later implemented it at the suspect’s residence. Examination of the seized devices allegedly confirmed unauthorized access and distribution of the material.
The suspect was arrested in flagrante delicto for illegal access under Section 4(a)(1) of Republic Act No. 10175 and was informed of his constitutional rights, the NBI said.
He is currently undergoing post-operation processing and will be presented for inquest proceedings before the Office of the City Prosecutor of Manila.
NBI Director Atty. Melvin A. Matibag said the agency remains committed to combating online exploitation, especially involving minors.
“We recognize that our work is strengthened through continued public trust and vigilance. We encourage everyone to report similar incidents so that appropriate action can be taken without delay,” he said.
