
MANILA – Contractor couple Sarah and Curlee Discaya named several lawmakers and Department of Public Works and Highways (DPWH) officials whom they claimed sought a cut from government projects.
Among those identified were Pasig City Rep. Roman Romulo, Quezon City Rep. Arjo Atayde, and Rep. Marcy Teodoro.
The Discayas also mentioned:
- Terence Calatrava, former undersecretary of the Office of the Presidential Assistant for the Visayas
- USWAG Ilonggo Party-list Rep. Jojo Ang
- Quezon City Rep. Patrick Michael Vargas
- AGAP Party-list Rep. Nicanor Briones
- San Jose del Monte, Bulacan Rep. Florida Robes
- Romblon Rep. Eleandro Jesus Madrona
- Former congressmen Benjamin Agarao Jr., Florencio Gabriel Noel, and Teodorico Haresco Jr.
- Occidental Mindoro Rep. Odie Tarriela
- Quezon Rep. Reynante Arrogancia
- Quezon City Reps. Marvin Rillo and Marivic Co-Pilar
- Former congresswoman Antonieta Eudela
- Caloocan Rep. Dean Asistio
“We had no choice because if we didn’t cooperate, they would create problems for the project awarded to us through mutual termination or right-of-way issues, both of which would prevent the project from being implemented. After we won the bidding, some DPWH officials approached us to ask for and take their share of the project amount,” Discaya said.
He added that the percentages were handed over in cash, with each transaction recorded through a voucher and a ledger indicating the date the money was received by the other party.
The claims surfaced during the ongoing probe into alleged anomalies in flood control and other infrastructure projects.
