
MANILA — President Ferdinand R. Marcos Jr. said that the Independent Commission on Infrastructure (ICI) has essentially completed its investigation into alleged anomalous flood control projects, with only one or two remaining issues yet to be resolved.
In a brief interview with reporters, Marcos said the future of the ICI would depend on how much work it still needs to finish.
“Kung matapos na ‘yung trabaho nila, then we will see what they can do next. But they really are coming toward the end– lahat ng kailangang imbestigahan, naimbestigahan na nila. Maybe there are one or two other loose ends that they have to clear up,” the President said.
Asked whether new commissioners would be reappointed, Marcos said no decision has been made, stressing that this would depend on whether the commission still has pending work.
“We haven’t really decided on that yet. Again, it all depends on the work that ICI still has in front of them,” he said.
“Pag kailangan pa, then we will. But if the work is done, kung naibigay na lahat ng information sa DOJ (Department of Justice) saka sa Ombudsman, then the focus now of the investigation will go to the DOJ and the Ombudsman,” Marcos added.
The President earlier exposed alleged irregularities in flood control projects during his Fourth State of the Nation Address on July 28, 2025, when he declared, “Mahiya naman kayo sa inyong kapwa Pilipino!”
Following his address, Marcos launched the Sumbong sa Pangulo website to receive public complaints on questionable flood control and other infrastructure projects, which were later forwarded to the ICI.
The ICI was subsequently created and recommended the filing of charges against several individuals implicated in the controversy. The Office of the Ombudsman has since begun filing complaints against several personalities, while the Anti-Money Laundering Council has issued freeze orders on bank accounts and other assets of individuals linked to the alleged corruption scheme.
Former Supreme Court Justice Andres Reyes Jr. continues to serve as ICI chairperson. Commissioners Rogelio Singson and Rossana Fajardo have concluded their service after completing the tasks assigned to them.
Also working with Reyes are members of the commission’s staff, including executive director Brian Hosaka and special adviser, former Philippine National Police chief Rodolfo Azurin Jr.
