
MANILA – A man identified as Vice President Sara Duterte’s alleged former “bagman” claimed on Tuesday that the PHP125 million in confidential funds under the Office of the Vice President (OVP) in 2022 was disposed of in less than 24 hours, contradicting earlier reports that the amount had been spent over 11 days.
In a sworn supplemental affidavit presented during a House Committee on Justice hearing, Ramil Madriaga challenged previous accounts on the use of the funds, which are under scrutiny in the ongoing impeachment proceedings against Duterte.
“A few years later, I read from several media reports that the PHP125 million OVP confidential funds in 2022 were reportedly utilized in just 11 days. This is wrong because I personally disposed of the money in less than 24 hours,” Madriaga alleged in his affidavit.
The PHP125 million allocation has drawn public attention following questions over how quickly it was used, with earlier reports indicating it had been spent within 11 days.
Madriaga, however, presented a shorter timeline, claiming the funds were moved and distributed within hours through a series of coordinated cash transactions across several locations.
He detailed a supposed operation in December 2022, in which bags of cash allegedly containing between PHP30 million and PHP35 million were taken from the Department of Education central office in Pasig City and delivered to various locations, including Laguna and Quezon City.
According to Madriaga, the transfers were carried out under direct instructions from Duterte and involved personnel from the Vice-Presidential Security and Protection Group, including Col. Dennis Nolasco and Col. Raymund Dante Lachica.
He said the money was packed in bundles of PHP1,000 bills, arranged in stacks of PHP1 million each, sealed in transparent plastic, and transported using multiple vehicles to designated drop-off points.
Madriaga also claimed that his statements contradict Duterte’s earlier denial of any wrongdoing and her alleged disavowal of links to him.
“However, her denial of any affiliation with me is absolutely false. She lied under oath in her Perjury Complaint against me,” he said.
The affidavit adds to mounting allegations over the OVP’s use of confidential funds, which has become a key issue in the impeachment proceedings, alongside concerns on transparency, accountability, and adherence to auditing rules.
