
MANILA — Impeachment resource person Ramil Madriaga, who identified himself as a former aide and alleged bagman of Vice President Sara Duterte, signed a waiver allowing the House of Representatives to examine bank accounts cited in his supplemental affidavit during a House justice committee hearing
Madriaga signed the bank secrecy waiver during a hearing of the House Committee on Justice, where it marked his first appearance in the proceedings.
In his sworn supplemental affidavit read before the panel, Madriaga alleged that discussions among former president Rodrigo Roa Duterte, Vice President Sara Duterte, and their allies included a supposed plan for President Ferdinand “Bongbong” Marcos Jr. to step down by 2025 to make way for Duterte, along with contingency measures if the alleged arrangement did not materialize.
“Sometime in November 2021, PRRD mentioned to me that Ferdinand ‘Bongbong’ Marcos Jr. (‘BBM’) will run for President while Sara will serve as his running mate. PRRD added that a few months ago, BBM and Senator Imee Marcos visited him to discuss a possible alliance in the 2022 national elections,” Madriaga said.
“During this meeting, BBM was able to convince PRRD to have Sara as BBM’s Vice-President. However, they also agreed that by 2025, BBM will voluntarily step down to give way for a Sara presidency,” he added.
Madriaga further alleged that the objective was to ensure Duterte could assume the presidency early while still remaining eligible to run in 2028.
He also claimed that discussions with retired military officials included possible scenarios should Marcos allegedly fail to step down.
“The general objective was to ensure that BBM will only serve less than four years of his term as President, so that Sara, upon assumption of the presidency, will still be eligible for the presidency in 2028,” he said.
Madriaga alleged that some plans involved weakening the Marcos administration from within through internal disclosures and corruption allegations that could serve as basis for an impeachment complaint.
He also claimed that more extreme scenarios were discussed if the alleged transition did not happen, including civil unrest, mass resignations, and even attempts to overthrow the administration.
“In the event that BBM will not voluntarily step down or hand over the presidency to Sara, extraordinary measures of overthrowing BBM will be considered, which include assassination, mass resignation of government officials, civil disobedience, and even an armed assault of Malacañang Palace,” he said.
He added that he was allegedly tasked with recruiting various groups, including civil organizations, fraternities, and other groups.
Madriaga also challenged Vice President Sara Duterte’s denial of any association with him.
“However, her denial of any affiliation with me is absolutely false. She lied under oath in her Perjury Complaint against me,” he said.
The affidavit is part of evidence being reviewed by the House Committee on Justice in relation to impeachment complaints against Vice President Duterte, which include allegations of misuse of confidential and intelligence funds.
