
MANILA — The Environmental Management Bureau (EMB) in Central Visayas has lifted its cessation of operations order (CDO) against the Monterrazas development in Cebu after the project proponent complied with required measures.
EMB Region 7 Director John Edward Ang said the decision was based on “documented remedial works, compliance milestones and settlement of penalties” undertaken by The Mont Property Group, Inc..
Ang said the company constructed and upgraded 23 detention ponds with a total capacity of about 52,468 cubic meters to manage water flow and reduce flooding risks in nearby communities.
According to EMB-7, the ponds are designed to regulate surface runoff, control peak water flows, and mitigate potential downstream flooding. Inspections also confirmed the presence of key structural components, including stabilized embankments, inlet and outlet systems, sediment traps, and erosion control measures such as vegetative cover.
“While the structural measures represent a meaningful step toward reducing flood risk, continued monitoring and maintenance are essential to ensure long-term effectiveness,” Ang said.
The EMB directed the developer to submit as-built plans, maintenance and operations programs, and hydrologic monitoring data. Regular upkeep, including sediment removal, vegetation management, and structural checks, was also required.
“EMB Region 7 recognizes the importance of timely remedial action to protect communities and the environment,” Ang said.
“The detention ponds and associated measures represent a meaningful step toward mitigating flood risk, but continued monitoring and maintenance are essential to ensure long-term effectiveness.”
The agency said it will continue evaluating the performance of the detention ponds during rainfall events and assess data submitted by the company.
If deficiencies or capacity issues are identified, EMB-7 said additional mitigation measures will be required, along with timelines for compliance.
The Department of Environment and Natural Resources (DENR) earlier launched a full investigation into the Monterrazas de Cebu project following environmental concerns, including reports of flooding and soil movement in the area.
