PAMPANGA — The National Bureau of Investigation (National Bureau of Investigation) arrested three individuals and rescued 21 alleged trafficking victims during an operation in Mabalacat City on April 15, 2026.

In a press release, the NBI said the joint operation of its Tarlac District Office (NBI-TARDO) and Pampanga District Office (NBI-PAMDO), together with the City Social Development Office of Mabalacat City, targeted a KTV bar in Barangay Mabiga.

Authorities said the operation led to the arrest of the bar owner, floor manager, and cashier for alleged violations of Republic Act No. 9208 or the Anti-Trafficking in Persons Act of 2003, as amended by Republic Act No. 10364.

The NBI said evidence gathered at the establishment indicated that some women were allegedly engaged in sexual activities in exchange for money.

During the raid, 21 individuals were rescued and identified as possible trafficking victims. They were turned over to the City Social Development Office of Mabalacat City for assistance, while the arrested suspects were brought to the Office of the City Prosecutor in Mabalacat City for inquest proceedings.

NBI Director Atty. Melvin Matibag commended the field units involved in the operation, citing their coordination and planning in carrying out the rescue mission.

He said the operation reflects the agency’s continuing effort to dismantle human trafficking networks and bring offenders to justice.

Matibag also assured the public that the NBI remains committed to pursuing, investigating, and prosecuting individuals and groups involved in human trafficking activities.
