MANILA — Vice President Sara Duterte did not declare any cash on hand or bank deposits from 2019 to 2024 based on her Statements of Assets, Liabilities and Net Worth (SALN) submitted to the Office of the Ombudsman, records presented during a House hearing showed.

A report said that during the House Committee on Justice hearing on the impeachment complaints against Duterte, Manila 3rd District Rep. Joel Chua reviewed the vice president’s SALN filings covering 2007 to 2024.

Chua said Duterte and her husband, Atty. Manases “Mans” Carpio, reported a combined net worth of P55 million in 2019, which increased in the succeeding years to P56 million in 2020, P65 million in 2021, P71 million in 2022, P77 million in 2023, and P88 million in 2024.

“Sa madaling salita ang kaniyang cash na dineclare was only from 2007 to 2018…Noong 2019-2024, kahit singko wala silang dineclare na cash on hand,” Chua said.

Atty. Karen Batu, SALN custodian of the Office of the Ombudsman, confirmed this during the hearing.

“Based on the submitted SALNs, walang nakalagay na cash on hand or deposit,” Batu said, later affirming the same upon further questioning by lawmakers.

“Kahit singko po? E ‘di wow,” Chua remarked.

The committee has subpoenaed the Commission on Audit and the Office of the Ombudsman to further testify in the impeachment proceedings.

Separate SALN records presented showed Duterte’s declared net worth rising from P55.6 million in 2019 to P88.5 million in 2024, despite the absence of declared cash and bank deposits over the same period.

Lawmakers noted that while the absence of liquid assets is not automatically indicative of wrongdoing, Civil Service Commission guidelines require income and earnings to be reflected in cash or bank entries in SALNs.

Officials also pointed out that Duterte’s earlier SALNs from 2007 to 2018 included declarations of cash on hand and bank deposits.

The 2022 SALN presented during the hearing showed P74.8 million in total assets against P3.75 million in liabilities, resulting in a net worth of P71 million, with assets including properties, vehicles, and business interests, as well as liabilities declared by her husband, lawyer Manases Carpio.
