
MANILA — The House of Representatives of the Philippines is aiming to approve two Legislative-Executive Development Advisory Council (LEDAC) priority measures as it resumes session this week, House Majority Leader Sandro Marcos said.
In a report, Marcos, who represents Ilocos Norte’s 1st district, said the chamber is prioritizing the National Land Use Act and amendments to the Pantawid Pamilyang Pilipino Program (4Ps) Act.
In a statement, he said the National Land Use Act seeks to establish a national framework for land use planning, while the 4Ps amendments aim to strengthen and expand the government’s flagship social protection program.
“These are not theoretical proposals anymore. These are measures that have already moved through key stages, and what they need now is sustained floor work so we can bring them across the finish line before adjournment,” Marcos said.
He also reported that 18 of 52 priority measures have already been passed or advanced before the Holy Week break, which began on March 29.
The list of measures includes amendments to the Electric Power Industry Reform Act (EPIRA) focusing on strengthening the Energy Regulatory Commission, a Waste-to-Energy bill, amendments to the Government Assistance to Students and Teachers in Private Education Act, Assistance to Individuals in Crisis Situations Act, and amendments to the National Building Code.
Other measures cited include the Blue Economy Act, National Reintegration Bill, amendments to the Teachers Professionalization Act, extension of the estate tax amnesty period, Department of Water Resources bill, amendments to the Bank Deposits Secrecy Law, travel tax abolition, Digital Payments Act, amendments to the Universal Access to Quality Tertiary Education Act, Presidential Merit Scholarship Program, amendments to the Biofuels Act, resetting of the first regular elections in the Bangsamoro Autonomous Region in Muslim Mindanao, and the National Center for Geriatric Health.

House Speaker Faustino “Bojie” Dy III earlier said the chamber would prioritize measures to cushion the impact of rising fuel prices amid global tensions, including the conflict in the Middle East.
“We recognize that this is a challenge we must face head on, which is why the House of Representatives will work with the Executive to focus on measures that will help cushion the effects of rising oil prices on the various sectors of our economy—especially our workers, commuters, farmers, and small businesses,” Dy said.
“Hindi po kayo nag-iisa sa pagharap sa mga hamong ito. Kami po ay walang humpay na magsusulong ng mga priority bills at mga hakbang na makakatulong upang mapagaan ang epekto ng mga pandaigdigang krisis,” he added.

An industry source earlier projected fuel price increases of P1.00 to P2.00 per liter for diesel and P2.00 to P3.00 per liter for gasoline.
