
MANILA — Senator Ronald “Bato” dela Rosa has yet to submit his comment on a proposal to amend Senate rules that would impose a “no work, no pay” policy on absentee senators, Senator JV Ejercito said.
In a report, Ejercito, chairperson of the Senate Committee on Ethics and Privileges, said the panel is giving dela Rosa until Wednesday, May 13, to respond.
“Nag-formal communication na with his office ang Ethics Committee to comment on the rules amendment and also to explain his continued absence,” Ejercito told reporters.
“We are waiting for his reply until May 13,” he added.
The ethics committee last week formally requested dela Rosa to explain his position on the proposed amendment.
Dela Rosa has not attended any Senate session since November 2025, with reports linking his absence to an alleged International Criminal Court (ICC) arrest warrant over supposed involvement in the previous administration’s war on drugs.
However, the ICC recently said it has not issued any new arrest warrants in relation to the crimes against humanity case involving former president Rodrigo Duterte.
Dela Rosa is currently facing an ethics complaint over his extended absence from the chamber and has logged the highest number of absences among senators in the 20th Congress.
Based on Senate attendance records, he has missed 31 plenary sessions from July 28, 2025 to March 18, 2026, after last attending on November 11, 2025.
