
MANILA — The International Criminal Police Organization (Interpol) has issued red notices against former Bureau of Corrections chief Gerald Bantag and former police officer Rafael Dumlao III, Interior and Local Government Secretary Jonvic Remulla said.
In a press briefing, Remulla also said a red notice has been issued against Atong Ang, while requirements have already been submitted for the possible issuance of a red notice against Ako Bicol party-list Rep. Zaldy Co. However, the request has not yet been approved.
“Yung kay Zaldy Co, it was filed September 2025, hindi pa gina-grant ang red notice niya. So complied na lahat ’yun,” Remulla said.
According to Interpol, a red notice is a request to law enforcement agencies worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action. However, any arrest depends on the laws of each member country.
Remulla earlier disclosed that a red notice had also been issued against Ang, who is facing kidnapping with serious illegal detention charges in connection with the disappearance of several sabungeros.
Bantag is facing murder charges linked to the killing of broadcaster Percy Lapid in October 2022, as well as the death of Jun Villamor, who was alleged to be a middleman in the case. A warrant of arrest was issued against him by a Muntinlupa court in April 2023.
The former Bureau of Corrections chief has denied the allegations and remains at large. The Department of Justice has also offered a P2-million reward for his arrest.
Meanwhile, Dumlao was convicted of reclusion perpetua after the Court of Appeals reversed his acquittal in July 2024 in the 2016 kidnapping and killing of South Korean businessman Jee Ick Joo. A P1-million reward has also been offered for his arrest.
Remulla made the announcement following a command conference with the Philippine National Police (PNP) on Sunday, where he expressed frustration over the slow progress in apprehending high-profile fugitives.
“Medyo binoldyak ko na yung mga pulis natin. Sabi ko, 200,000 kayo, alangan naman di n’yo kayang hanapin tatlong tao lang, di ba? Galingan n’yo na,” he said.
