MANILA – The House of Representatives formally elected an 11-member prosecution panel composed of lawmakers and legal practitioners who will represent the chamber in the Senate impeachment trial of Vice President Sara Duterte.

The prosecution team is tasked to present the Articles of Impeachment and supporting evidence before the Senate once the trial begins.

The panel is composed of Reps. Joel Chua (Manila 3rd District), Leila de Lima (Mamamayang Liberal Party-list), Gerville “Jinky Bitrics” Reyes-Luistro (Batangas 2nd District), Terry Ridon (Bicol Saro Party-list), Jose Manuel “Chel” Diokno (Akbayan Party-list), Ysabel Maria Zamora (San Juan City), Lordan Suan (Cagayan de Oro City 1st District), Jonathan Keith Flores (Bukidnon 2nd District), Lorenz Defensor (Iloilo 3rd District), Ramon Rodrigo “Rodge” Gutierrez (1-Rider Party-list), and Arlene “Kaka” Bag-ao (Dinagat Islands Lone District).

House leaders said the panel includes senior legislators and seasoned lawyers from both the majority and minority blocs, many of whom have prior experience in litigation and public accountability work.

De Lima is a former senator and former justice secretary, while Diokno is a human rights lawyer who previously served as private prosecutor during the impeachment trial of former president Joseph Estrada.

Luistro currently chairs the House Committee on Justice and has led major legislative investigations, while Chua heads the Committee on Good Government and Public Accountability, which has handled inquiries on corruption and confidential funds.

Ridon chairs the House Committee on Accounts and has previously served in the executive branch, while Zamora is an assistant majority leader and practicing lawyer with experience in litigation and corporate law.

Suan chairs the House Committee on Public Information and has worked on legislation involving social services and infrastructure, while Flores, Defensor, Gutierrez, and Bag-ao also bring legal and legislative experience across various fields, including energy regulation, transportation, and human rights advocacy.

House officials said the composition of the panel reflects the chamber’s commitment to present the case “with professionalism, integrity, and overwhelming respect for due process.”

Meanwhile, House Secretary General Cheloy Velicaria-Garafil said the Secretariat is currently reproducing and organizing thousands of pages of impeachment documents for submission to the Senate.

“The Articles of Impeachment and their attachments, which number in the thousands of pages, are currently being reproduced, collated, and checked to ensure that all copies are appropriately organized to ensure that each copy is a faithful reproduction of what was approved by the House of Representatives,” she said.

“The accuracy of our submission is our paramount concern,” Garafil added.
