
MANILA – The tandem of Naga City Mayor Leni Robredo and Sen. Raffy Tulfo topped a hypothetical 2028 presidential-vice presidential match-up, according to the OCTA Research First Quarter Tugon ng Masa survey.
In a report, it said that the pair registered 44% support among adult Filipinos, slightly ahead of the 40% obtained by Vice President Sara Duterte and Sen. Imee Marcos in the same survey.
Meanwhile, 16% of respondents remained undecided, which OCTA described as a “significant segment” yet to choose between the two tandems.
The survey was conducted from March 19 to 25, 2026, through face-to-face interviews with 1,200 adult respondents aged 18 and above. It carried a ±3% margin of error at a 95% confidence level, while subnational estimates for NCR, Balance Luzon, Visayas, and Mindanao had a ±6% margin of error.
OCTA said the survey was non-commissioned and asked respondents which tandem they would vote for if the May 2028 elections were held today.
“The Q1 2026 results suggest a competitive tandem preference landscape, with only four percentage points separating the Robredo-Tulfo and Duterte-Marcos tandems at the national level,” OCTA said.
It added that while the Duterte-Marcos tandem remains a strong contender, the Robredo-Tulfo pairing is the first in its Tugon ng Masa surveys to overtake the Duterte-Marcos tandem.
Regionally, Robredo and Tulfo posted their strongest support in the National Capital Region at 61%, followed by Balance Luzon at 57% and the Visayas at 48%, but recorded only 5% in Mindanao.
The Duterte-Marcos tandem, meanwhile, led in Mindanao with 86% support, while registering 40% in the Visayas and 23% each in Balance Luzon and NCR.
