
MANILA — Senator Imee R. Marcos has filed a resolution seeking an inquiry into the Philippine government’s reported $10 million pledge to the World Health Organization (WHO) through the Department of Health (DOH).
In filing Proposed Senate Resolution No. 418 on Monday, June 1, Marcos questioned the necessity and priority of the commitment, which she said was equivalent to about PHP600 million.
“$10 million is equivalent to roughly ₱600 million. Is this pledge more urgent, necessary, or beneficial than using the same funds directly for Filipino patients and health facilities?” the senator questioned.
She pointed to existing domestic health concerns, including unpaid obligations and national debt levels.
“In contrast, PhilHealth has yet to pay billions to DOH Hospitals and the entire country has a ballooning Php 18.5T debt as of March 2026, making this “generous” donation questionable!” she added.
Based on available information cited in the resolution, the pledge was reportedly made in October 2024 during the 75th Session of the Western Pacific Regional Committee. The amount was earmarked for the WHO’s Investment Round, a funding mechanism intended to support the organization’s core programs from 2025 to 2028.
Marcos said the proposed Senate inquiry is needed to secure documents and clarify the authorization process behind the commitment.
“We must ensure that public funds are disbursed in a lawful, prudent, transparent, and accountable manner, especially amid competing domestic healthcare priorities,” the senator said.
She also raised concerns about compliance with legal processes.
“While international cooperation is important, it is not clear whether such a large commitment was supported by our legal processes,” she ended.
