
MANILA — The Office of the Ombudsman is investigating more than 200 cases linked to allegedly anomalous flood control infrastructure projects, Ombudsman Jesus Crispin Remulla said.
In a report, it said that in a speech at the 2026 Southeast Asian Ombudsman Forum, Remulla said the anti-graft body currently has 209 active investigations involving flood control projects, with four cases already filed in court this year.
“Today, our offuce stands at the forefront of addressing one of the most significant governance challenges confronting our country, the investigation of flood control infrastructure projects involving serious concerns on public accountability, transparency, and the protection of public resources,” Remulla said.
He added that the office has acted on a substantial number of complaints related to the projects.
According to Remulla, 124 complaints underwent fact-finding investigations in 2025, while 36 others proceeded to preliminary investigation or administrative adjudication.
Several flood control-related cases have already been elevated to the courts, including charges of plunder and graft against former senator Bong Revilla, Senator Jinggoy Estrada, and former lawmaker Zaldy Co.
Revilla and Estrada, who were previously detained in connection with the pork barrel scam, are again in detention due to plunder and graft charges tied to the alleged anomalous projects.
Co remains abroad and is reportedly seeking asylum in France after authorities failed to bring him back to the Philippines.
Separate graft and malversation charges have also been filed against contractor couple Curlee and Sarah Discaya.
