MANILA — The Department of Justice (DOJ) has issued an immigration lookout bulletin order (ILBO) against members of the Ateneo men’s basketball coaching staff following the drowning of two student-athletes during a team-building activity in Aurora province earlier this month.

The order covers resigned head coach Thomas Anthony “Tab” Baldwin, former team manager Christopher Quimpo, and assistant coaches Reynaldo Jacinto Jr., Dean Castaño, and Sandro Soriano.

The DOJ said the move is part of ongoing monitoring in connection with the deaths of student-players Rene Baterbonia and Divine Adili, who drowned during a team-building activity in Dipaculalo, Aurora on June 8.

In a press briefing on Wednesday, Justice Secretary Frederick Vida clarified that the ILBO is not a restriction on travel but a precautionary mechanism for monitoring.

“Let me emphasize that an ILBO is a monitoring mechanism. It is intended to alert authorities should the subjects attempt to travel abroad while the investigation is ongoing,” Vida said.

“It is not by itself a restriction on travel nor a finding of liability. The investigation remains ongoing, and the department stands ready to undertake its mandate once a complaint is formally filed,” he added.

Vida also urged the public to avoid speculation while investigations continue, saying law enforcement agencies are still gathering and assessing evidence.

“Vida asked the public to allow the law enforcement agencies to do their work and to refrain from speculating “while the evidence is being gathered and assessed.””

Baldwin, who has served as Ateneo’s coach since 2016, and Quimpo have both stepped down amid the ongoing investigation into the incident.
