MANILA – A Department of Public Works and Highways (DPWH) official told the Sandiganbayan that payment for an alleged ghost flood control project in Pandi, Bulacan should not have been processed because the required billing documents were incomplete.

In a media report, it said that DPWH Central Office Cash Division Chief Gerardo Delgado testified on Monday before the Sandiganbayan Fourth Division during the trial of former Sen. Ramon “Bong” Revilla Jr.’s malversation case involving alleged irregularities in flood control projects.

Delgado said the List of Due and Demandable Accounts Payable–Advice to Debit Account (LDDAP-ADA), the document authorizing the transfer of government funds to a contractor’s bank account, lacked the required supporting documents and contained discrepancies.

He testified that the disbursement vouchers were unsigned and that the LDDAP-ADA did not include the material testing report, final inspection report, and photographs of the completed project.

Delgado, who also testified in the Sandiganbayan Third Division trial involving Revilla, said cashiers are required to return billing documents to the Accounting Division whenever mandatory documents or signatures are missing.

He added that cashiers are tasked with verifying the completeness of the LDDAP-ADA documents, while the district engineer serves as the approving authority.

Revilla’s co-accused in the case are former DPWH Bulacan First District Engineering Office cashier Christina Pineda and former accountant Juanito Mendoza.

Prosecutors allege that Revilla and his co-accused falsified accomplishment reports and billing documents for the flood control project, which was reported to be 95% complete despite questions over whether it had actually been implemented.
