MANILA — A low pressure area (LPA) off the coast of Albay will bring cloudy skies and scattered rains over Metro Manila and several parts of Luzon on Wednesday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said.

In its 4 a.m. weather bulletin, PAGASA said the LPA was estimated at 3 a.m. over the coastal waters of Rapu-Rapu, Albay.

The weather bureau said Metro Manila, Central Luzon, Calabarzon, the Bicol Region, Oriental Mindoro, Occidental Mindoro, Romblon, and Marinduque will experience cloudy skies with scattered rains and thunderstorms due to the LPA. Moderate to at times heavy rains may trigger flash floods or landslides.

Meanwhile, Cagayan and Isabela will also have cloudy skies with scattered rains and thunderstorms caused by the easterlies, with possible flash floods or landslides due to moderate to at times heavy rainfall.

The Cordillera Administrative Region, Ilocos Region, and the rest of Cagayan Valley will have partly cloudy to cloudy skies with isolated rain showers or thunderstorms due to the easterlies. Flash floods or landslides are possible during severe thunderstorms.

The rest of the country will experience partly cloudy to cloudy skies with isolated rain showers or thunderstorms caused by localized thunderstorms, which may also trigger flash floods or landslides during severe thunderstorms.

PAGASA said Palawan, Visayas, and Mindanao will experience light to moderate winds from the southeast to southwest, while Central Luzon and the rest of Southern Luzon will have light to moderate winds from the northeast to northwest. The rest of Luzon will have light to moderate winds from the east to southeast.

Coastal waters across the country will be slight to moderate, with wave heights ranging from 0.6 to 1.8 meters.
