MANILA — The Bureau of Immigration (BI) arrested two foreign nationals for overstaying in separate intelligence-driven operations in Bohol, the agency said.

BI Commissioner Joel Anthony Viado said the arrests were carried out on July 30 by operatives of the BI Regional Intelligence Operations Unit 7 (RIOU-7), in coordination with the Panglao Municipal Police Station and Inabanga Municipal Police Station.

Arrested were 35-year-old German national Florian Clemens Alexander Klingler, who was apprehended in Das-ag, Poblacion, Panglao, and 43-year-old Bulgarian national Dimitar Tsakov Maknev, who was arrested in Poblacion, Inabanga.

The BI said both foreigners were found to have violated the conditions of their stay after failing to maintain valid immigration status in the Philippines.

Klingler presented only visa extension receipts during the operation, with records showing that his last valid stay expired in October 2025. Maknev, meanwhile, failed to present any immigration documents to authorities.

The arrests followed surveillance and verification efforts conducted by BI intelligence operatives in coordination with local police.

Viado commended the BI’s regional intelligence units for strengthening immigration enforcement outside Metro Manila through coordination with local law enforcement agencies.

“Our regional intelligence units have become a vital force multiplier in enforcing our immigration laws. These successful operations in Bohol demonstrate that immigration enforcement is active across the country and that strong partnerships with local police enable us to act swiftly against violators,” Viado said.

“We are sending a clear message that there is no place in the Philippines for foreign nationals who disregard our immigration laws. Whether in major cities or island provinces, we will continue to locate, arrest, and deport those who abuse the privilege of staying in our country,” he added.
